Downloads the primitives referring to the primitives in primitives into the target layer targetLayer. Does nothing if primitives is null or empty.

Parameters:

targetLayer - the target layer. Must not be null.

children - the collection of child primitives.

Throws:

java.lang.IllegalArgumentException - if targetLayer is null

Override in subclasses to update the enabled state of the action when something in the JOSM state changes, i.e. when a layer is removed or added. See JosmAction.updateEnabledState(Collection) to respond to changes in the collection of selected primitives. Default behavior is empty.
