A parser for chmod-like posix mode change instructions

Such instructions are, for instance, "u+r,go-w".

What is currently supported:

• who: any combination of u, g and o; an empty string is equivalent to ugo; a is NOT supported;
• operation type: + and -; = is NOT supported;
• what: any combination of r, w and x; X is NOT supported.
