Parameters:

cell -

highs - the highlighted objects (list of highlights)

amount - angle in tenth degrees to rotate

mirror - whether or not to mirror. if true, amount is ignored, and mirrorH is used.

mirrorH - if true, mirror horizontally (flip over X-axis), otherwise mirror vertically (flip over Y-axis). Ignored if mirror is false.
